Established to execute large high voltage EPC projects in Australia as its core mandate, QPA completes projects though the integration of the specialised capabilities and resources of existing Quanta Services Operating Units into a project team. This team is managed by a dedicated QPA management team with the full support of our parent company, Quanta Services Inc.
These four core Operating Units, are wholly owned subsidiaries of Quanta Services. Our shared ownership ensures our clients receive the benefit of our collective expertise seamlessly. Valard Construction has 40 years of experience providing EPC and maintenance services to the transmission, distribution, substation, foundation, telecommunication and renewable energy sectors. Valard is distinguished by our commitment to safety, environmental responsibility and community stewardship. By 2014, Valard had a workforce of 3000+ and in 2015 Valard was awarded the largest engineering, procurement and construction (EPC) electric transmission project ever awarded in North America (the Fort McMurray West 500 kV Transmission Project). GOVERNANCE AND LEADERSHIP

Charles was formerly the President of Consolidated Power Projects, having started the company over 30 years ago. In 2017 he took on the new role as President, QPA and will work closely with the governance team to formulate and develop the best for project strategy in tackling major power projects. Charles has skills in the engineering and construction of high voltage power systems, business development, and general business management.

Barkley brings a wealth of experience and successful project completion and operations management with him. In his most recent role as COO for the Valard Group, Barkley secured and then completed the record-breaking WFMAC Project, the largest engineering, procurement and construction (EPC) electric transmission project ever awarded in North America. Barkley’s three decades of experience in the powerline industry started at McGregor Construction, where he fulfilled several different roles, most recently as President, from 2011 – 2014. Barkley has worked on numerous EPC substation, transmission and distribution projects. His experience in the field has helped Barkley refine his expertise at managing and connecting the two components of every successful project; the design and the execution.

Matthew O’Connell has over 30 years’ experience in the delivery of infrastructure projects across power, renewables, oil and gas, water and mining projects in Australia and internationally in PNG, Singapore and Myanmar. He is a highly respected leader with global executive reporting accountability. He has a wealth of experience in contract/commercial management, project development, estimating, project management, procurement, logistics and industrial relations. Also a trusted client advisor and skilled commercial manager, Matthew has successfully implemented best for project execution strategies for projects ranging from USD2m to USD500m+.

Dave has been with CPP since 2004 in a range of roles and was appointed to the position of President in 2017. He is responsible for planning and guiding the ongoing success of the Company. Dave has more than 25 years in the electrical industry with a focus on power systems. Key to Dave’s success is his long-term and trusted relationships with clients in the utility sectors and understanding their needs to deliver successful outcomes.
